It has to be underlined that flagship programs such as Black
Sea connectivity and Transport connections across the Black Sea are
regional projects, which foresee the participation of various regional
states, while the other three projects are exclusively for the benefit
of Georgia. It is also important that projects under the EU Economic
and Investment Plan are investment projects. In such projects, the EU
mainly represents a financial guarantor for various investors.
