                As we see, the Heading 6 – „Neighborhood and the World“ covers
            the EU’s whole external assistance including the IPA (EU Pre-Accession
            Assistance) and Global Europe instrument - NDICI. NDICI covers the
            EU cooperation with all third countries, except for the pre-accession
            beneficiaries. Thus, NDICI is the instrument which provides the EU
            assistance also to Georgia.

            The new Neighborhood, Development and International
            Cooperation instrument – Global Europe” (NDICI) and EU
            enlargement Instrument for Pre-Accession Assistance (IPA)

            The current “Unexpected Enlargement” towards Ukraine, Moldova and
            Georgia created significant challenges to the existing EU pre-accession
            assistance instruments. Those challenges are related to EU multiannual
            financial planning in accordance to which the EU approves seven-year
            financial frameworks and programming.

                In 2021 a new EU enlargement Instrument for Pre-Accession
            Assistance - IPA III for the years 2021-2027 was adopted, following to
            previous IPA II (2014-2020) and IPA I (2007-2013). The IPA III was specifically
            designed for Western Balkan enlargement countries - Albania, Bosnia
            and Herzegovina,  Kosovo,  Montenegro,  North Macedonia,  Serbia, as
            well as Türkiye.
                In 2021, the EU also adopted “the new Neighbourhood, Development
            and International Cooperation instrument – Global Europe” (NDICI) for
            2021-2027, which allocated funds for long-term assistance to the EU
            neighborhood , including the Eastern Partnership States, in accordance

            to pre-defined priority sectors . Thus, since 2021, the EU assistance to

            Georgia has been channeled through NDICI.
                With a budget of  EUR 80 billion  for the period 2021-2027, NDICI
            covers more than 70% of the  EU’s external relations funding and is
