EU external Assistance
The EU budget provides for the financing of programs and actions in all
policy areas, from agriculture and regional policy, research, enterprise
and space, as well as external assistance, in line with the EU’s long-
term priorities. Since 1988, the EU has been functioning with long-term

budgets called multiannual financial frameworks (MFF) .
The current EU multiannual financial framework represents
the Union budget for 2021-2007. The EU external assistance is an
important part of the EU 2021-2007 budget, in particular, one of the six
budgetary headings – “Neighborhood and the World”. The section of
“Neighborhood and the World” consists of two elements: 1. “External
Action” and 2. “Pre-Accession Assistance”. The first element of “External
Action” includes Neighbourhood, Development and International
Cooperation Instrument - Global Europe (NDICI). The current EU
external assistance to Georgia is channeled from the NDICI. It is
rendered through Multiannual National Indicative Programs, which in
turn provide the financing for bilateral programs and so-called flagship
projects.
