EU bilateral assistance to Georgia
The priority areas of the Multiannual National Indicative Program for
Georgia 2021-2027 reflect the structure of the EU-Georgia Association

Agenda 2021-2027 , which in turn is built on the five priorities that
have been endorsed by the EU and the Eastern Partnership political
leaders in June 2020. The Program includes EU bilateral assistance,
technical assistance and grants.
Since 2007, the EU multiannual assistance to Georgia amounted to:
2007-2010: EUR 120.4 million; 2011-2013: EUR 180 million; 2014 - 2016: EUR
350 million; 2017 - 2020: EUR 450 million euros.
For the period of 2021-2024, some EUR 340 million has been
allocated for the above-mentioned five priority areas: 1: Resilient,
sustainable and integrated economy EUR 119 million, 2: Accountable
institutions, the rule of law and security EUR 51 million, 3: Environmental
and climate resilience EUR 68 million, 4: Resilient digital transformation
EUR 34 million, 5: Resilient, gender-equal, fair and inclusive society EUR

51 million, Support measures EUR 17 million .
Since 2021, Georgia has also been benefiting from the EU Economic

and Investment Plan , - the EU mobilized over EUR 1.9 billion in public

and private investments , including for flagships jointly identified with
the Georgian authorities. The five flagship initiatives for Georgia are:
1. Black Sea connectivity — improving data and energy
connections with the EU – Euro 25 million.

On 18 March 2020, the European Commission adopted the joint communication “Eastern

For comparative outlook - In 2020, the Economic and Investment Plan (EIP) for the
Western Balkans until 2027 mobilized up to Euro 30 billion. For Montenegro, the EU
allocated Euro 1 billion in investments, out of which €295 million in grants.
