broadened the legal framework in support of Rule-of-Law
conditionality for EU financial assistance.
The European Union operates by the coordinated actions of its

democratic institutions, in full compliance with EU law. Through such
an approach, the Union ensures the protection of its fundamental values
and achieving special social and economic standards which are so

attractive for neighboring countries. The EU operational system does
not tolerate any compromise which may undermine the protection of
EU founding principles. To this end, as we have seen, the EU applies the
same stance towards its own members as well as non-EU partner

countries.
