            Council and then the Parliament adopts it. Thus, it is evident that all
            three institutions play an important role in the  EU decision-making
            process.
                Apart from the Ordinary Legislative Procedure, the EU may adopt

            decisions through the Special Legislative Procedure.  Such a procedure
            is applied when the Council is entitled to approve a European
            Commission initiative alone and only a consultative role is attributed
            to the Parliament, meaning that the Parliament is unable to change
            the decision of the Council. The Special Legislative Procedure is used
            only in a few cases, inter alia, when the Union decides to accept new
            member states.
                To sum up, three EU institutions - the European Commission, the
            European Parliament and the Council of the EU are directly involved in
            adopting EU decisions. Other EU institutions, despite their important
            role in the functioning of the Union, are not a direct part of EU decision-
            making. EU decisions are expressed through legal documents such as
            “regulations,” “directives” and “decisions.”
