EU DECISIONS AND EU DECISION-MAKING
PROCEDURES
What is an EU Decision?
As has already been underlined, the EU makes a significant impact
on the internal and external policies of neighboring countries. EU
decisions may significantly affect the development of various sectors in
these countries. Yet, there is still a significant ambiguity in such states,
including Georgia, of what EU decisions are, in which EU documents are
they reflected and how such documents are adopted.
Ongoing public discussion and professional debates show clear
terminological and substantial shortcomings related to the EU decision-
making procedures as well as the functioning of EU institutions.
European Commission regulations, resolutions of the European
Parliament, decisions of the Council of the EU and other EU documents
are discussed in the same context and equally labeled as EU decisions.
Therefore, it would be relevant to single out those EU documents which,
in accordance with EU law, may be called EU decisions. Furthermore, we
will explore the procedures through which EU documents are adopted
and identify those EU institutions which contribute to the EU decision-
making process.
Documents Adopted by the EU
The current EU legislation, specifically the article 288 of the Treaty
on Functioning of the EU (TFEU), recognizes the following EU legal
documents: “regulation,” “directive,” “decision,” “recommendation”

and “opinion.” , In accordance with EU law, among these enlisted
